It was never free -- it simply traded cash price for opportunity cost, which affluent NYCers could afford to hire others, to pay. Those who got tickets obviously didn't have to work that day, so they're losing, at most, hundreds of dollars per hour to do that.
That's why they need something like "Shakespeare In The Projects".
